I will paste the question other raised on the MS forum. I has not been answered sufficiently per 50 or so replies. And the question states my problem to a tee.

"I've had my PIN set up for quite some time and all the sudden I received a message that said my organization requires me to update my pin. This is a personal computer, it does not belong to any organization. Under the sign in options, Windows Hello Pin, I see a message that says Something went wrong. Try again later. I removed my PIN and now Add is greyed out. This PC has no group policy, it's my personal computer so I don't know what went wrong, but I would like to have my PIN back. Any help would be appreciated."

Specifically to my condition: For no apparent reason, after working just dandy for over two years, both my facial recognition and PIN were no longer recognized. MS sent the Code to my recovery email, I inserted and then receive the error per this threads title. I then click Skip and I'm 'in'.

You can try using option two in the tutorial below to clear the PIN, and hopefully be able to add it again afterwards.
