Windows Installer errors out with new Radeon 9070xt

I just got a XFX Swift AMD Radeon RX 9070XT RNDA 4 16GB 256-Bit GDDR6 PCI-Express 5.0 RDNA 4 White Graphics Card RX-97TSWF3B9 and

Silicon Power ACE A58 SLC Cache Performance Boost 2.5" 4TB SATA III 3D NAND Internal SSD (SU004TBSS3A58A25SN)​


I dual boot, but the SATA SSD was my Windows Drive. I just replaced a 1TB SATA SSD with this new 4TB SATA SSD. I can pull out the drive and put back in the smaller 1TB SATA SSD which already has Windows 11 installed on it, but I am hoping to get Windows installed on the new drive. The new drive appears to be working thou. I am trying to do a fresh install of Windows 11 from USB. I made a fresh installer from the Media Creation Tool and Booted into that. The Installer detects the drive, I choose that drive, and it appears to install on it. When it goes to reboot the USB drive loads again and it wants to install windows again. I power off my pc, take out the USB and boot choosing Windows boot drive from UEFI. I get the following error. I have tried making a new USB. Could it be the new Radeon 9070XT? I'm not finding any reports of this elsewhere... or is it the new 4TB SATA SSD.

When I choose in UEFI to boot from Fedora, it boots up and the 9070XT works perfectly.. so I don't think I have a bad video card.
