Windows Spotlight is broken

Hello, since one of the recent updates Windows Spotlight feature is not working on all my devices, just predefined static wallpaper on lock screen. Even if I choose presentation, Windows selects one of the built in wallpapers. I guess it may be update related as the issue appears on all my computers with Windows 11. I tried some of the steps from this guideline and none did work. I also notice that something in the background repeatedly activates the privacy tweak disabling Spotlight feature. Is anyone else experiencing the problem?

Windows Spotlight is hit and miss. It was broken on my girlfriend's laptop but it came back to life after installing latest cummulative update.

The issue occurred in the past more times and always it was enough to clean settings + assets and few restarts, but the last occurence persists.

Does it say on any of the personalisation pages “Some of these settings are managed by your organisation”
