Does anyone know? I just did a scheduled Windows update and after rebooting I took a look at my properties and this is what I found:
From my own experience with these strange Chinese characters showing up, especially if it also has these empty boxes is that it's a Unicode screw up and what in this case should be digits instead gets converted to a different Unicode, so the Chinese interpretations carry no meaning in this context.
This occurs for me in Registry File type associations in which some 3rd party apps suffer from poor programing when you request that the program be the default for some file type.
Where they then erroneously screw up the file type name and make these Chinese characters show up at the bottom of the sort order of file type associations in Computer\HKEY_CLASSES_ROOT such as this case when *.webp files were assoicated with Xnview:
