Well-well, booted from a flash drive. Got to the "Install Now" screen. Clicked on it and is says:

This PC can't run Windows 11.
This PC doesn't meet the minimum system requirements to install Windows. For more information, visit Windows 11 Specs and System Requirements | Microsoft

So, I bought it as new from Micro Center. It had Windows 11 Pro on it, but reinstalling it says it can't. Warning to anyone buying from Micro Center...........

Okay, thanks that's what I thought. It's just the device name jumped out at me first and I ended up (wrongly) focusing hard on that. But yes even more of a reason this whole computer is sketchy.

Yeah I really think you got scammed here. (probably not from microcenter, but possibly by a customer returning this pc and it was packaged up to look like new.) Was this an open box? Refurb? What was it? I would definitely fight them on returning it if they give you a hard time. You can bypass the requirements by creating the usb with rufus, but seeing as you paid for a new pc and did not get it, I would definitely return it.

It's weird you have a hate for micro center cause I heard tons of good things about their return policy and customer service.

I would stop what you're doing here and go back to the store asap.

According Intel's list the 8400T processor is supported for Windows 11. It may be that the TPM is not enabled in the BIOS. Also it exepects secure boot to be enabled too.

OK, that is what I thought might be the case. So I went into Group Policy and found that nothing had been changed there. As a final solution, I reset my new PC. Reset, meaning the entire OS (Windows 11 PRO) was again downloaded and installed. I have to start over and setup the PC from scratch. Logged in, same thing still happens. Do not understand how that is possible......
For scenarios such as this, it's best to create generalized system images so called thick images and just deploy them on your machines. The Windows installation including OOBE can be almost fully automated.

I will try taking the PC back, but cannot get to the Micro Center until Monday or after. I did change the BIOS to enable TMP & Secure boot. The clean install of Windows 11 went as described in the tutorial. It did not ask me for the Windows KEY so I assume it found it in the BIOS upon install.

Checked and all normal Windows 11 Pro capabilities are there and I can now access them as expected.

I will let the thread know once I get back from Micro Center........ Thanks to all who participated, for the help!

Good luck! And yes I run an 8th gen Intel with no issues on windows 11. But for a new machine the processor shouldn't be that gen.

is brand new computer
No it's far from being brand new. It's rebuilt by some third party seller and being sold by Microcenter. The 8th generation core processor was released in 2018. Manufacturers began putting the 9th generation cpus into their systems in 2019. It's now 2024 and OEMs are installing 14th generation CPUs in new machines
The Optiplexes are business class systems and all have Pro licenses stored in the UEFI bios.The underlying license for the 2018 Optiplex should be for Windows 10 Pro. Therefore a clean install should automatically install Windows 11 Pro and it be activated with a digital license. No other license is required..

If Microcenter sold this to you as being "new", they lied.

Wonder if it's a refurb that was used by a business previously?
If not, it can be a warning sign of malware! Some malware appears to change the permissions, so you can't take back your own system.

If you're the admin, be careful with deployed policy. I learned the hard way not to deploy one on my Microsoft Defender for Business.

When in doubt, leave well enough alone.

It seems you are forced to fix this issue yourself.
First and foremost, make sure you are running the latest bios from Dell.

Can you open a PowerShell Terminal with admin rights:
Then use command: Get-MpPreference (press enter after that command)
Copy output, and post that back here. Lets verify those settings.

Wondering if this is caused by a Disable Windows Defender script.
Can you also printscreen these register locations:
HKLM\Software\Policies\Microsoft\Windows Defender\Real-Time Protection\*.*
HKLM\Software\Policies\Microsoft\Windows Defender\*.*

Can you also check, if the Microsoft Defender Antivirus Service is running?
WIndowsKey+R -> Type: Services.msc press enter.

Create a win 11 usb with Rufus to bypass requirements.

Install 11 pro via the usb.

During the install, delete the windows Partition completely and let it create an entirely new partition during install.

11 pro will activate since it was already activated in bios once.

just an add on to the good advice above.

to get Rufus to set all the bypasses for Win 11 (which i have done myself)
you will need the Windows 11 English 'International' version ISO.

then use Rufus to burn the ISO to a USB pen drive (8GB).

That's all true and can be done as last resort. But his machine is fully 11 compatible. If it were mine, I would want to know the why of it before I jumped to "last resort". The "why" could well come back and bite him in the behind later.

Just a couple of months ago I bought 2 used Optiplexes (Optiplexes & Precisions are all I buy), one 8th gen and one 9th gen. I flashed latest uefi bios, reset bios to default, then changed RAID to AHCI., then ran Dell pre-boot diagnostics. I had no problems installing 11 whatsoever.

Yeah me too, i like a good ridle, and when googling this issue, i don't see a real solution other then inplace upgrade, that for everyone seem to work.
However if we could figure out how to solve it, this page could be a greate guide for others to solve the problem manually.

Not at all true. Many, many instances in here where an in-place has had no effect on OS issues. Last resort is to re-install Windows.
