Test results:

The method of entering a fake account name DOES WORK

The method of using OOBE\BypassNRO DOES WORK

The method of selecting "Set up for work or school" DOES NOT WORK because this is not an option that is presented to Home edition installations.

The method of using an answer file DOES WORK

Once again, note that all of these were tested with 22621.2506 Home Edition.

One additional comment: I think that a lot of the procedures that I have seen for using the OOBE\BypassNRO have you run that command several screens past where I do it. I find that there is no need to go that far. As I noted in my detailed procedures above, I do this at the first static screen after Windows setup reboots where you are presented a screen asking "Is this the right country or region?"

I would not like to use UUP Dump, so I wait a few more days for Microsoft to put the official 23H2 on their download site. However, I have to point out that you must be diconnected from the internet for any of the tricks to work. That means for a desktop disconnect the LAN cable before going through the intitial configuration and for a laptop DON'T connect to Wi-Fi obviously. Then make sure you type the command as oobe\bypassnro (with \ which means run utility bypassnro from folder oobe) and not with / (which means run non-existing utility oobe with parameter bypassnro). I don't judge here, I have done this common mistake as well, but being familiar with DOS I realized it and used the correct syntax. Using the command correctly you will see some code making changes and the computer will automatically restart. You eill start the configuration from the country again, but this time you should see the text "I don't have an internet connection" at the network setup screen. Click on that to create a local account instead. Needless to say stay disconnected from the internet until all the configuration is over and you see the desktop of your local account!

Here in Greece we still have summer temperatures. In the morning it is like 19-20 degrees Celsius and later it can be 25-26. At least we don't have to bare the cost of heating yet...

Where did you get the ISO? 22631 (23H2) has not yet been officially released to the public by Microsoft.

Yes, an MS account is required, but you don't have to sign into Windows with it. A Local account with an MS account that can be used by other apps is sufficient.

I did a clean re-install of Home edition Saturday on a Notebook and it also required an MS Account so I did it using a non-main account, got it all updated then added a new User account as Local Account with Admin right, rebooted into it and removed the User with MS Account, so far no issue. Only Caveat, the second account has to have a different User name by at least one character or all documents/data will end up in the only folders under C:\Users\USERNAMEHERE\, hard to separate.

EDIT: I forgot to mention that I use the Bootable USB Thumb drive created using Microsoft's MCT/Media Creation Tool process, hasn't failed me yet.

There is no way to get around all of MS's B$ so I just deal with it and use Linux on a NUC. The Best way maybe to just do a Clean install and use all of their bloatware. One could save a great deal of money-No need for 3rd party apps, no need for Macrium. If you have a problem just do another Clean install. Just a thought

Sigh. I'm waiting for the final release of 23H2, but right now the very latest (22621.2506) is still working with all the methods I posted earlier. We are so close to final release that I just can't bring myself to seeing MS doing anything drastic at this point.

As my earlier comment here showed, when using Rufus 4.3 (portable) and an ISO of 23H2 from UUPDUMP.NET or .CN for an inplace upgrade, you get all the usual 6 tickboxes from Rufus, including Local Account. Nothing has changed.

The objection to using UUPDUMP is individual, but so be it. So three days ago I tried with a brand new ISO downloaded from Microsoft, just to see if Rufus would use the 6 tickbox page to make a USB bootable for clean install. The ISO supplied by MS is now named as 23H2, 6.7Gb. Rufus had no problem in offering the 6 tickboxes including Local Account to form a bootable ISO for a clean install. Nothing has changed.

And MS is now downloading a 23H2 ISO file on request, so 22631.2506 as an ISO is most definitely released, other than the UUPDUMP site.

Been ill last couple days, but still managed to do some testing.

Using build 2428, I can do all the usual things - I can upgrade an existing installation of Windows by replacing appraiserres.dll with a copy from Win 10 and I can use the registry entry to bypass CPU and TPM requirements.

For a clean install, all the usual tricks not involving any third-party tools are still working for me. Likewise for creating a local user account. And I do mean all of them. If you need this spelled out, let me know

The one place that I have a problem is after slipstreaming in the build 2506 updates. I simply could not get setup to run in order to do an upgrade installation. I was sure that the issue was my program, but after hours and hours of testing I am now 99.9% sure that the issue is not my program. It seems directly related to the widespread reports of problems with that update.

So, at least for me, my strategy for now is to either do a clean install or upgrade installation going first to build 2428 and then updating to 2506.

I think I've done roughly 7 or 8 machines so far and all are running 23H2 flawlessly.

EDIT: I forgot to mention that probably about 4 of these are systems that are technically unsupported and they all run 23H2 just fine.
