No, I was only referring to my own laptop (see my specs). For most of what I do the CPU barely even hits 60 degrees Celsius and stays around 33 when idle.

No, there is no increase in temperature. Instead, there is a decrease in temperature, which causes the cooling fan to stay silent until I tell the tiger in "Tiger Lake" to jump out from the lake, use its turbo and start to roar loudly again.

Abstract Graph. In my case (i7-11370H) after exceeding the frequency of 4100 Mhz the temperature starts to increase exponentially. Turbo is 4,40 GHz for 4 cores, 4,80 GHz single core.

if PROCFREQMAX = 'Base Clock' then 'Disable Turbo'
and you don't need any other programs to disable Turbo.

Speed Shift is enabled by default on modern systems.

By posting the illustrational graph I was just trying to point out that, with a Tiger Lake CPU, the power consumption can attain ~50 watts (at least according to Intel) if Turbo Boost is set to enabled. I already know that Speed Shift is enabled by default, but I also already tried changing the Speed Shift EPP value in ThrottleStop to 255, which is the maximum that it can accept. It still didn't stop the cooling fan from spinning up and becoming audible, and, changing the settings like how you suggested doesn't do that either. Trust me, I already knew about these settings a long time before I had bought this laptop, which I bought for a shin at the end of last year. They [these settings] can also be changed like follows:

I may need to try the fan app, have a couple of older 17" HP Notebooks that are noisy, haven't had the same issue with my Dell, Toshiba and Acer.
