If if had been released officially MS would be making a big song and dance about it and the Download Windows 11 site would be saying "Current release: Windows 11 2023 Update l Version 23H2". They haven't, and it doesn't.
What the Tech Press is making such a fuss about is that there's a loophole that will get you the 23H2 enablement package before it's suppose to be available. It's already up there to download, we know that because the Insider Release Preview build can get the 23H2 Feature Update through its Windows Update.
There are flags associated with every update on the servers to say which release channels they are for, and which shouldn't see them when their Windows Update checks. The 23H2 update is flagged as available to Insider Release Preview, and as not available to the RTM 22H2 build.
But there's a big loophole: running an in-place upgrade also can check for and download updates, and there is no flags to stop it downloading and installing the 23H2 enablement package --- so it does !!!.
Some of the tech press are saying 'Well if MS permit this then it must have been part of some big plan'. My take is that it's an error of omission and that MS are to embarrassed to talk about it. So no, it's not official, but it is out there for some of us now. Makes no big difference, the official launch cannot be far of now, I'd say the countdown is probably being measured in days rather than weeks.

- fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.
