So are you saying it is disabled in the bios?
Default setting is enabled.
If enabled it will automatically download and install.
In the bios go to Tool > ASUS Armoury Crate > Download & Install ARMOURY CRATE app
Set it to disabled.

52754008 isn't isssued as one safeguard block, it's a whole collection of separate blocks using the same ID.
What MS is saying, as each wallpaper app is updated by the vendor to comply, that app will be removed from the safeguard list. This leaves whichever apps are still broken on the list. Unlike some safeguards, the XML only lists a set of filename expressions.
There is no versioning info or file hash to know if you have a corrected wallpaper app or not.
