Yeah, been there, done that, got the T-shirt. Was hoping to avoid it. I can't make up my mind if the issue happens often enough to warrant it. Do you know exactly what Intel AMT does?
Intel® Active Management Technology (Intel® AMT) equips IT for comprehensive computer device management, enabling remote monitoring and management utilizing the same infrastructure across platforms.

I do know what
svchost.exe does. Open Task Manager and scroll down till you see all the processes it handles.
In Task Manager it's called
Service Host.

He has all the tools needed to work your way through this problem.
It takes a serious amount of time. I've seen him do these kinds of things... we're talking 30 pages of back and forth posts.
The methods he uses... work. But they are NOT fast.
The best thing MS has done in a long time is invent the In-Place upgrade.
It takes about 40 mins., works about 95% of the time, and leaves all your programs and files intact.
The 1st time I did an In-Place upgrade was in late July 2020. My (Win 10) system ran flawlessly.
It would NOT do the Feature update from 1909 to 2004. Even screen-sharing with MS and they couldn't fix it.
Finally we did an In-Place upgrade and it was fixed and on 2004 in 40 mins.
Has worked fine ever since.
Twice I've done In-Place upgrades, from Win 10 to Win 11.
First, from Windows 10 to Windows 11 dev, and then again from Windows 10 to Win 11 regular (after Oct 5th 2021)
Works like a charm. :)
