I have NEVER failed to add text to PDF file with Adobe's own free tool. There has not been anything "hit or miss" about it for at least a decade.

You are supposed to be able fill and sign pdf in the latest Firefox 106 version. I haven't tried it yet. Right now I use foxit, which has a MUCH smaller disk footprint than Adobe.

I gave up on trying to make a PDF file "fill-able". I was trying a 10 page pdf file that wanted medical history. Not sending that info anywhere on the internet! Tried MS Word to do it, it just mangled it something terrible. ( switched paragraph order, dropped paragraphs and images etc.)

There is no need to make it fillable, Acrobat reader and Edge to name just two, allow you to add your text to any form.

Yes, with dragable boxes you just place where you want your text dropped to and thats it. once done filling in the boxes or lines etc just save it and done.

It really need to be editable. If the document to fill has many fields and check boxes it will be very tedious task to draw text and boxes I mean if it is supposed to be edited why not allow it in the first place. When I googled I found many web sites offer to make pdf editable and fill online with a price.

Be aware "Reader" is just a viewer, it does not edit PDF files. If you want to "edit" files, you will need the full paid version of Acrobat. Also, be aware that if the file is protected, it can't be edited.
