My method DOES work and the changed icon appears on the taskbar when you run the program -- if you select the browse button you can add an icon from anywhere -- another program, a .dll file or an ICO file you've made yourself. BTW the icofx program can take any image say a .png and create an .ico file. Plenty of free icons out on the web you can use to test.
I tried it with foobar2000 -- took a png file with a guitar and sheet music as the icon symbol - used icofx to change to a .ico file (import / export) and it worked perfectly.
I'm on Linux currently but I can post the pic later.
