I've a NAS box with both the HDMI video (half height Intel GPU card) and a built in old fashioned VGA connector - the problem is finding a monitor which still has that type of VGA input -- Using one of those "Multi-port" docking type of boxes the lowest resolution I can get is 640 X 480 which looks really weird on a large monitor !!!! Even in text mode when booting up or logging on via SSH from a remote Windows laptop.That's the size I have it and from the link I posted. Your link has the same image flipped horizontally. I think there was an old site with wallpapers I took it from. I have even resized it to 320x240 to put it at an old Pocket PC running Windows Mobile 6!
PS: Windows 3.0 could run in old graphics cards such as CGA 320x200 4 colors, EGA 320x200 16 colors and even Hercules 720x360 B/W. But I think it would be rather difficult to run Windows 11 in that low resolution... just kidding

My least appropriate device for Windows 11 has a 1024x600 screen. That I consider to be the lowest practical resolution for Windows 11. If it has Intel 945G graphics there was a Registry hack to enable 1024x768 resolution which is squeezed vertically to the native resolution 1024x600 to fit the screen. The image is very little blurry but you can fit most applications. I used this hack back in Windows 8 because 1024x768 was the minimum required resolution to enable the new tiles interface (aka Metro screen or start screen). I don't know if that applies to other Intel graphics adapters.
