So far I've have done many restarts and shutdowns going in one Windows 11 install and then another and the legacy menu has stayed.
Seems if you don't remove the Fast Boot it will want to resort back to the new Windows Boot Menu (Blue Screen) but now the mission is complete and this is FINALLY OVER. Thanks to you fine gentlemen.
