Has anyone here successfully used Fast Capture to capture a Device Manager [Device] Driver Tab Driver Details page that has scrollbars? That is one that I couldn't get captured with both Fast Capture and Snagit.

Mine too. Both FastStone Image Viewer and FastStone Capture are my defaults. I find they work great together.
As you would already know, FastStone Image Viewer and the FastStone Capture editor are similar.
