No, none of the suggested commands would have affected your drivers. I'm not sure what else to suggest at this point, you may want to try booting into Safe Mode w/ Networking and then trying: Get-AppxPackage from there otherwise I would back up your personal data and do a clean install.

Can I use a recovery drive in a hidden partition to recover factory OS? Are any of these able to do that? I'm hesitant to do a clean install because I'll have to install the drivers (sounds daunting).

I thought of that but I’m not sure if the problem happened right from the beginning of using this PC or not.
As
@x BlueRobot mentioned above... you can always export your drivers, then do a clean install.
If you do decide to do a clean install... start using backup software, religiously.
If you keep the amount of used space on the C:\ drive... low, then backups and restores are very fast.
I install games and large programs on one of my storage drives.
My C:\ drive has only around 35GB used space.
My backups or restores, take less than two minutes.
As you can see... I practice what I preach...
Backup software, makes me a happy camper.

Well the clean install went well. No hiccups. Whew. I appreciate the tutorials on this forum.
One question about printer install. I currently have an Epson ET 2800.
It’s plugged in to the wall but no other physical connections to anything. Currently I have a laptop and my cell working ok with the printer. The cell uses the smart panel.
The Pinter is on the internet network by wifi. My PC that just got a clean install is connected by Ethernet. I’d like to keep it that way. (My laptop is not always on and available for network sharing.
What is the best method to have the Destop PC connect to the printer in this
Scenario?
