Do you not have a "\Program Files\Windows Defender" folder at all?
I have it. As I understand, it contains the service, which worked until I disabled it in registry.
Are you sure it's not just the systray icon that's missing but that in fact Defender is actually running

Task Manager : Ctl+Alt+Del > Task Manager > Start-up apps > Microsoft Defender, and SecurityHealthSystray.exe > make sure both are Enabled > reboot

There is no Defender service in the list of services - I deleted it because having running defender over which I had no control was even worse. It deleted Explorer Patcher and other software. So, I deleted the service. The process is not running. But I need to get the access to the UI first.

I extracted it from the same SecurityHealthSetup.exe, but my script requires a GitHub tool which triggers most AV products. From Explorer, double-click on the file and DesktopAppInstall should try to install Defender UI for you.

The web inteface says "It is not possible to download files of this type. Files of this type are not supported". Try to zip it.

For the technical folks, you can extract the SecHealthUI.appx package file from inside SecurityHealthSetup.exe by using ResourceExtractor. But beware like Resource Hacker, most security tools will block ResourceExtractor as "malware". It's not.
