Both my W11 systems are showing this same confusing self-contradictory message under Windows Update. No issues with either system, what's best to do?

I had the same issue/message on my PC and new laptop, said up to date but….
I did the “Download & Install” all good

There is no contradiction, KB5035942 is a preview of the non-security fixes that will be in the next Patch Tuesday cumulative update. It is entirely optional, you'll be getting them on Tuesday 9th April anyway. You are completely up to date as far as mandatory updates are concerned.

As others have explained, it is a Preview update that shouldn't be installed right away.
PLs resist that itchy finger to press the Download button. Even if you press on the
Check For Updates button, windows will search for updates But, will not install this
preview update. It has to be done by you. I am currently working with a member on the
MSI forums which I suspect is having a bad day with this update as the notebook
takes him 1/2 hr to update then, it is a Failed update. So, pls don't.
Also, if you can wait for the Patch Tuesday updates, I would turn off the:

The difference between a regular update and a "preview" update, is that the "preview" update is optional.

Rarely, the preview updates have some cool new thing.
But mostly, they are just Microsoft, using us as guinea pigs.

No itchy fingers here, I just let WU do it's thing once a month, after updating my system image. I like to sleep peacefully at night

Very rarely... MS will release an out of band "security" update (not on patch Tuesday).
If it has the word "preview" it's not really "needed".

If it doesn't have the word preview, and it's not on patch Tuesday, then it's probably a needed security update.

But there are also... Anti-Guinea Pig tools, like these...

Thought you'd like that!
To tell you the truth, I stall (pause) updates until the end of each month.
This gives everyone with itchy fingers the chance to screw up their OS
so I don't have too. I like the way the OS performs at this moment and
will not let MS do it's thing by trying to pull one over me.
You could also check with this site to see if an update is OK or if trouble
is brewing on the horizon.

What can I say? I'm retired, and I enjoy the excitement of the risk of disaster! Also I have plenty of spare time to sort out the consequences, if the worst were to happen.

In fact, I've never had a problem with the preview builds. The one time in my Windows 11 lifetime when an update went seriously wrong, was not a preview, but an official build. On that occasion it was ESET which was the villain of the piece, and not MS at all.

Still MS not working well with ESET right?

Am retired as well from 2010 and I don't want to spend anymore time than I have too
over some failed update. I have my hands full trying to help others unscrew their OS
from the same and not just here either. Some will heed opinions from others experience
but, it seems people have to experience it on their own. Been there and have done that as
well. I guess this is how the human race learns...hopefully.

So which experience should someone heed? There cannot be a definitive experience when all experiences differ. Philosophically, there is only your experience and my experience so to speak.

@Flashorn Yes, well, I certainly draw the line at using insider builds. I did sign up, briefly during Windows 10 days, only to discover that the issues I found and reported had absolutely no effect on the MS behemoth.

So I restored from a backup pre insider build, and have never looked back. Apart from the fact that MS still thinks I am using their insider builds and keeps sending me emails about them.
I have also helped others fairly extensively in the past, but less so now.

I think that past experiences from others be it PC or life can and should be beneficial to others.(isn't that why we are here)
Of course we don't all have the same PCs (that would be too easy) but, the basics would still hold true for most if not all.
Simple steps like System Restore or Backup software should be standard on all PCs.

Sure but your experience was bad, mine good. People need to decide for themselves based on real experiences given by others. Not by the generalisation of experiences.

One mechanic I went to was bad, never go see a mechanic.

I am sure your experiences are still valuable to others today. How else are the to kids learn.
Yeah, I have them too , those emails that keep coming from MS. I have too much fun playing
games that Insider would distract from that simple life's pleasure.
