3840x2160 4K on 15" Notebook screen and browser window which is the full width of the display always had the same amount of extensions but that box with the URL was longer until the last one or two builds since I was looking at it and allowed it to close and restore the windows for the updated new version:

Looks like the issue I had with the address bar is a new feature they are testing except it somehow auto reduced in size when it wasn't supposed to as I always run the browser full screen.
"The chevron shows up when you resize the browser window to a smaller size. This forces the Chrome omnibox (address bar) to become smaller. However, the icons beside the omnibox, like this for the profile switcher, Chrome side panel, experiments, etc., have nowhere to go. The browser’s new responsive toolbar stuffs all these shortcut buttons into a drop-down menu which appears when you click the chevron."
Google doesn’t want Chrome to obfuscate buttons just because you made its window smaller
