Windows 11 Pro 64-bit, Version 24H2 (OS Build 26100.3775)
I have a PC with Windows 10 Pro on it and cannot upgrade. I purchased a new product key but for Windows 11 Home and am trying to clean install over the old Windows.

I downloaded from Microsoft data to create a bootable USB for Windows 11. The install goes good until determining what HDD to install on. Somehow it does not see the 1Tb NVMe M.2 drive where to install on. It only reads the USB drive!

Do I need to use software to completely wipe clean the old install?

Why were you unable to upgrade Windows 10?

Have you enabled the fTPM in the motherboard's BIOS settings? p. 3-17 in the downloadable manual. PRIME X370-PRO - Support

Win 11 wants Secure Boot, but I believe that it doesn't need to be enabled to permit installation.

It's possible that you have some software installed that blocks Windows Update from doing the upgrade. I'm not sure how to identify that.

I believe that you've wasted your money. You should be able to do an upgrade from a downloaded ISO (free). You can do the same by booting into Windows 10, and running setup from the USB flash drive.

I have no idea why the installer was unable to detect the drives. If you're using a bootable installer, it can delete all the partitions from the target drive, create new ones, and format them.

Eek! I hope not.

Some makers (e. g., Dell) seem to like enabling RAID in the BIOS for Intel PCs, without using an actual RAID system. I don't recall ever reading of that having been done on an AMD PC.

Yes. I agree with bobkn, you had no need to buy another license. I've been using mine since 2017. For both Win 10 and 11.

I don't get it. You can't set the drive you're running the installer from as the target.

If you do a straight upgrade from Windows 10 pro to Windows 11 pro and make sure all is OK you could then follow this tutorial to downgrade Win 11 pro to Home without losing data if you want the home version.
