Screen flickers black for a second on Windows 11, but not Windows 10

On my computer pre-RMA, my screen did not flicker black in Windows 11. After I RMA my motherboard (got a refurbished back), cpu (brand new), got new SATA cables, and clean install of windows 11, my screen will flicker black once during the first few minutes after boot.

Steps I tried but same issue
-Tried different hdmi cable
-tried different monitor
-tried different GPU (AMD and nvidia) + reinstall/uninstall display drivers
-tried a single stick of ram.
-did sfc /scannow no issue.

But, when I dual boot into Windows 10, and I notice my screen does not flicker black on it.

any idea what is causing it? is there something with windows 11 or potentially some sort of driver or software on my windows 11 build?

I have the same thing. I thought it was because I was using a non-standard display frequency, but it's possible that's how Windows 11 works.
It's not very stressful.

My screen flickers once to black, after I log in Windows 11.

I think it must be some start up program that causes it, like facebook messenger or telegram.

I don't give it too much attention.

Yea, not a big deal since it does only happen once at the beginning after logining.

Still kind of sucks tho windows 11 seems buggy, one of the reason why I also clean install my windows 11 was because I restored a System Restore point; that broke alot of things. Undoing the system restore didn't fully fix everything.
