many programs missing taskbar icons

a week or so ago many of my icons disappeared. At first I thought it might just be non windows programs, but it looks like Microsoft Edge doesn't show an Icon along with Chrome and Firefox. Office apps and Sonos all show Icons, but notepad++ doesn't.

I tried a bunch of different methods of rebuilding my iconcache. These two in particular:

The usual cache file is small, 19kb. maybe it isn't getting built properly?

I removed and then added back in a work account around the same time. not sure if that's related at all. Here's a screenshot of what my taskbar looks like with a bunch of apps open:

Currently at a loss on how to fix. any recommendations?

It may be seemingly tedious but I'd right-click each icon and right-click on the name of the program then click Properties, see if Change icon will work. Example:

Also, manipulating User Accounts can have an effect but can't say what the process did in this situation.

When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro.

this did it for me! ended up being option 3. don't fully understand why previous rebuilds didn't work, but that one did.
