I have 2 Win 11 laptops, I can use Messenger from the Facebook page on FF, Chrome & Edge on both including my older smartphone which works perfectly.
I now have a newer smartphone which asks for a verification code for Messenger that never arrives. I have full access to my Google contacts & mail. So far, it has no SIM card. Can you help?

I believe the SIM card is the key, the code is likely being sent to the phone number on record.

It may actually just need a verification code from the Facebook app code generator.

I added a verification code from the Facebook app code generator. It now works except it caused more trouble. Messenger, Meet & WhatsApp on both mobiles are very poor misty pictures. Messenger on my laptop is excellent.

I use the “Authenticator” app on my iDevices & PC requests or all my verification codes, I believe it is a Microsoft product, it’s quite good.
