Yes, that key combination is possible. No, same as the physical keyboard, it doesn't work at the first boot to OOBE. In fact, it still doesn't work after turning off and restarting (but now the real keyboard does).

instead of osk, try tabtip.exe
i know that ctrl+alt+del does not work on osk, but does work on tabtip... perhaps this is the same

just to add to everyone's list of all options.. i pulled out some old notes and grabbed these methods (need Command Prompt/ Shift+F10):

Press Ctrl+Shift+ESC when it asks for an internet connection.
Type taskmgr and hit the Enter button.
Expand More details button.
Find the Network Connection Flow process.
Select it and click the End task button.

So, in my case, the two options that work are the Java console and the the unattended answer file.

Personally, I like the answer file method, because you know for a fact that this method will continue to work.

We can always install an older version that SHIFT+F10 still works, create a local account and then upgrade to the latest version. Yes, it is double the time, but I just mention it as a last resort.

Windows 11: Install WITHOUT Microsoft Account

BYPASSNRO Method:

Press Shift+F10 when it asks for an internet connection
*If this Does NOT Work, Restart PC and try key combo again*
Type: OOBE\BYPASSNRO

Disable Network Connection Flow Method:

Press Shift+F10 when it asks for an internet connection
Type taskmgr and hit the Enter button
Click on the More details button
Find the Network Connection Flow process
Select it and click the End task button
Close all windows and enter your name and password to continue.

Disable NIC Method (If ALREADY Connected to Internet):

Press Shift+F10 to launch Command Prompt as Administrator
Type: netsh wlan show interfaces
Type: netsh interface set interface name="WirelessNetworkName" admin=DISABLED
*Replace “WirelessNetworkName” with your Wi-Fi Interface Name*
Close Command Prompt
After Windows 11 Install, Go to Device Manager > Enable NIC

JAVA Method: (Credit: @thepineapple )

On screen that shows "Is this the right country or region?"
Press CTRL + Shift + J (Click on the graphic on the left of the screen to shift the focus. THEN press the key combination).
A Java console will be opened. Enter the command below.
*Case Sensitive*
WinJS.Application.restart("ms-cxh://LOCALONLY")
Make sure that the console is still the active window by clicking on it, then press the ESC key. This will close the console but you will see a new panel on the screen that looks like this:
Enter a user name here. This will be an Admin user account

AUDIT Mode Method:

Press Ctrl+Shift+F3 when it asks for an internet connection.
Will Reboot and Login with Administrator Automatically
Leave “System Preparation Tool” Window Open
Create Local User Account in Any Method
Open Registry Editor
HKEY_LOCAL_MACHINE\SYSTEM\Setup\Status
DWORD: AuditBoot = Value to Decimal “0”
Close Registry Editor
Close “System Preparation Tool” Window
Reboot PC to OOBE

Let's not worry for the moment. This difficulty is for the latest Canary (Beta test) version. Hopefully we won't have to do more than the SHIFT+F10 and type oobe\bypassnro in standard release version 25H2 in October 2025. I want to use my MS account only in certain apps and games. Not everywhere in Windows with all the known issues and consequences of using a Microsoft account to login. One day it synched my favorites from my laptop to the desktop and screwed me! I had saved a lot of favorites in the favorites bar at the desktop and lost them! Yes, you can turn sync off, but you better use a local account instead, and this was a minor inconvenience. I wouldn't like to suffer any worse.

I don't understand the logic, maybe it could work if I had a touch screen?

Perhaps that is why it doesn't work. Unless I'm missing some other settings for the On-screen to emulate exactly my hardware keyboard.
Any idea on how to make the On-screen keyboard compatible with my hardware USB keyboard?

What about entering a fake Microsoft account like abc@def.com? Wait, I think this doesn't work on 24H2 either, but it doesn't harm to try.

When I tried again a second time opening OSK from the accessibility setting, it finally worked, and I could open Command prompt as expected.

The first time the OSK opened directly and for some reason the hot key did not work.

When the OSK started working the hardware keyboard did not work anymore, seems like it disabled it and switched the driver to the different configuration of the OSK which uses Fn+ Shift + F10 instead of Shift + F10 like the hardware keyboard.
Really a weird behavior. Not sure how the switch actually happens.

they're different. just tested on a stable 24h2 iso install and it worked, whereas osk did not. tabtip can do tasks that osk cannot, such as this feat.

I did more testing with both Builds 27774.1000 and 27802.1000 and managed to get the On-screen Keyboard to work in both cases.
I still had to power off and on when using 27802.1000, but after it was back on the OOBE screen I tried both the hardware and the On-screen Keyboard and both started to work.

Had to open the OSK trough the accessibility settings. The first time it opened directly and did not work. Worked on subsequent tries.

I don't see F10 on either one of your shots? It still needs Fn + Shift + F10 to open command prompt during OOBE setup.

Try with 27802.1000 ISO during OOBE setup. That is the one that has the problem. See previous posts.

We already know that it worked fine with previous Canary builds or RTM 24H2.
No need to retest that.
