edge://flags/#tab-hover-cards was removed. Why do you hate us MS, why, we love Edge and yet you keep making it difficult.

I think I did select wrong way one year ago (I did shift from FF to Edge to use less third party app on Win and use more native OS apps). They are showing me I had BIG wrong decision!
Edge has been a CPU usage monster since version 93, I sent feedback more than 5 times and watching every new update change log and they say "fixed some performance issue"!. If I have just one new blank tab (not New Tab) open for about 2-5 minutes the CPU usage goes above 30% till I exit the Edge (no malware no extension, on fresh Win install).
I have seen "identity_helper.exe" in "Task manager" and as I realized it is about PWA installation on Windows with Edge. I never use those apps and want to disable it but Microsoft has removed its "Flag" on Edge 96.

I have set my network as metered, edge auto update is manual, why there is two Edge update services active?!
Temporary solution to enable "tab_hover_card" flag:
First go to "edge://flags/#Temporarily" and enable "Temporarily unexpire M95 flags", restart edge and go to "edge://flags/#tab-hover" and disable tab hover cards.
