If you’re able to log in to your Microsoft account on your PC, and the PC has no problem accessing all account info, then I would seriously consider throwing your installation USB in to the laptop and reinstalling Windows. I have no idea what all this other stuff is that has been suggested to you.
I do know that if you keep failing in the process of logging into Windows on your laptop, or you are trying too many processes at once, Microsoft is going to interpret it as a possible attempt from someone to gain access to your account and lock you out of everything. One can’t be in the middle of a process to gain access to their account and half way through try a different process, it’s a recipe for failure. This is just my opinion based on being locked out once myself.
I would seriously consider not continuing to gain access via your laptop before Microsoft locks you out of your PC also. This is something I don’t understand anyway — If it’s the same account, the lockout should apply to both. Something is broken.
Turn off your laptop, make sure you still have access to your Microsoft account by logging into Microsoft on your PC using an email and password before doing anything else, because as I just said, if your account is locked on one device, it should be locked on both.
The last thing you should be concerned about at the moment, in my opinion, is setting your devices up to boot into Windows without a pin or password. Secure your account. (And setup two factor with Microsoft Authenticator and when reinstalling Windows, create a PIN when prompted)
Also, if you’re going to try other processes mentioned, cease anything I’ve linked you to, for reasons mentioned above.
You’re laptop has nothing on it anyway, you have nothing to lose.
