There is nothing to lose by trying it.
But Safe Mode will use the same files from C:\$extend.
I hope I am wrong.
Safe Mode can be reached via the login screen, clicking on the power icon ,choose Restart whilst holding down the Shift key.

If it uses that same file which is the problem one then, it is of no use to him.
I had this suggestion in the back of my mind but, wanted to see if the normal
procedure would succeed.
His PC is compliant with Windows 11. Is there a tutorial for the reinstall here.
I know Shawn has many but, where and under what name. Never mind, I'll
try my luck at finding it. Thanks for all the help as I wouldn't of been able
to get this far without it.

Yes, my thought exactly but, if it still has the same file that needs a permission
even in safe mode then it will be a waste of time but, if he is willing then, it might
just bear fruit. Will wait for his response.

If you are to get to safe mode, you have to Keep your finger on the Shift key as long as it takes
to get to safe mode. Keep holding that key.

I really had no hope there, to be truthful.
It was quicker because it was running with minimum or no HAL

So the next step is to download the .iso and do a clean installation.

Remember this will be <PathtoImage\isofile.iso> used below.

Make sure to print or mail yourself the Belarc output for reference as all your files will be wiped out once the installation starts.

Once your download is done you can run the task.

Could you say which way is best for me to be able to download stuff from web to my Win 10 PC.
Then put it on a USB (what size) and use it on the Win 11 PC so that it boots from that USB to do the work.
Is that possible?

Once you have downloaded the ISO you could try am in-place repair install. That will reinstall Windows, but keeps all your files and installed apps.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

    My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).
