No idea how it turned on. How do I disable it?

Glowing???? Do you mean it's changed colors? Custom settings can cause this as well as any system theme you are using. Themes can contain their own special mouse pointer. A screenshot would be good in this case.

Also what type of display are you using? HDR could cause the mouse pointer to 'glow' especially on a non OLED display.
