MS Account on task bar on startup

My wife's desktop computer has Win 11 23h2
Win 11 was installed on the computer with a local account and has no login password and as she is the only user, when the computer start it goes directly to the desktop (auto login)
Most of the time when you start the computer you get a MS Account on taskbar and the mouse runs a circle. You're unable to do anything and to get rid of the MS Account on taskbar and be able to use the computer you run Ctrl+Alt+Del, select Sign out + Sign in.
As the computer doesn't have a MS Account and never did, does someone knows how to get rid of this bug.

That Taskbar looks like Windows 10, the Start logo is the old W10 shape (sloping rather than W11's square) and there's a W10-style toolbar named 'Programs' present. Have you used a 3rd party tool to make it look like that?

I notice what looks like the icon for Outlook in Microsoft 365. Do you not have an MS account to use with that, if nothing else then for OneDrive access? The Microsoft account logo with the 'busy' cursor when you hover over it looks to me as if something like Outlook or OneDrive is trying to sign into your MS account at startup. I suspect that 'un-tweaked' it would have popped up as a window asking for the account to use or its password.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

You did observed well and your conclusions are right
Yes, it has ExplorerPacher and Open-Shell, that is why it has the Win 10 look.
It has MS office 2021 (full, not a subscription) and there is no MS account, only one Gmail.
Now that you mentioned, the MS account on the taskbar can be from MS Office.
I have Tinywall firewall that, by default, blocks everything except those app you allow and maybe MS Office is trying yo access the internet for some reason.
