OK, I found the answer to my question. I had to use a 3rd party application called "PowerSettingsExplorer".
With that application I was able to change the USB3 link power management as you can see in the screenshot.
I now get the full speed of 380MB/s when I write a file to the drive.

Because of Safety disconnection, not everyone follow this rule all the time.
100% agree with you. My data safety is more important then the speed gain here.

How are you measuring the speed of your SSD? I always get over 400MB/w for my 2TB WD Elements SE external SSD.
Is there something different about your laptop? I never had to do anything special for USB.
