The important things are:
- you need to be signed on as Admin
- you need to take ownership of imageres.dll
- you to rename imageres.dll as backup (you used to be able to simply merge and replace, but not anymore)

Well changing the startup sound will be fun, but first I've got to get it to work on this PC.
After that one time on restart it now is not playing. It's very random.

My other PC it plays on both cold start and restart every time.

I'm liking antspants' idea that Windows is starting up faster than the audio driver can load.
I wonder if there is a way to test that idea?

- when you did hear the sound, was it the default sound?
- did you check to see if your imageres.dll even has a WAVE entry?

Yes, it was the default sound.
No, haven't checked that. I just assumed it must, since the default sound plays - sometimes.

The reason I think it might be plausible is that when the desktop comes up, the icons in the Taskbar for Speakers and Network take a second to change. The Network icon shows no connection - until it connects - then shows the normal wired network icon.
The speakers icon starts with 3 "sound waves" in front of the speaker that changes to just 2. ( 3 means 100% volume - 2 means 50% volume, the user setting)
Both of these thing happen after I'm on the Desktop, so it seems the gears are still turning after Windows starts up.

I tried doing this, but was unable in any way to detach imageres.dll.mun from the system to replace it. Can't copy it, can't rename it "...old". "ACCESS DENIED" every time, despite verifying ownership. Any suggestions? Obviously, someone was able to get it to work.

So, imageres.dll in system32, NOT imageres.dll.mun in systemresources? Just tried that, doesn't look at all like yours. What the heck is going on?

Further mystery: a day or two after I started this thread I got a startup sound. One day. Hasn't happened again.
So I'm confused. If Windows Startup.wav has no sound data, where is Windows playing this wav from?

All the other system sounds you can choose you can test and play in Sound > Sounds, but not "Play a startup sound". So how do you tell where this sound actually comes from?

Further, I found a W11 Windows Startup.wav file online that did have sound data and did play in Winamp.
But when I went to copy this file into the Media folder I ran into the permissions problem (TrustedInstaller). I don't want to invest any more time into all that now. Maybe later this weekend.

I for one dislike the starting sounds of windows so mine doesnt do it and im glad but i get it some like that sound as if your starting up a corvette or something i guess..lol. Or a harley maybe?..lol.
My suggestion is to download some profile sound pack for windows. Place it in the right folder or install as some packs do. Then set your system sounds to that set of sounds. Voila. Besides having say a galactic sounding set of system sounds versus some lame ding dong sounds would be better to me.

Well, I've given up on getting Windows 11 to use either a startup or shutdown sound. I am resorting to batch files (shades of MS-DOS!) - startup within the Windows start folder (sometimes it works, sometimes not, often quite late, just as it did in Windows 10) and shutdown as a shortcut on my desktop in place of using the shutdown in the Start menu. And, for the record, I really wish I had not wasted my time "upgrading" to 11.
