Solved PSU full of dust

It's to provide a ground to discharge the capacitors.
And we definitely "unplug" it in step three, before we stick our fingers in there.

Buy a PSU with more power than you need.
Modern PSUs have a "Smart Zero Fan" mode.
The fans will not spin and there will be no dust.

I bought a 1500 back in 2014. I think I was planning on running the refrigerator off the PC. Other than that I just assumed one day I’d need a 1500w PSU

I can see the ground part working but since the hot is still connected, wouldn't that basically still pull in power to the capacitors?

Not if the socket or PSU has a switch, preferably double pole. (in UK, at least, the neutral can sometimes carry a small voltage.)

No. Once you break the circuit with the power supply switch, no current can flow.
You can hold the hot wire in your hand, unless ofc you're standing barefoot on a copper water pipe or some other excellent ground.

This ofc is true in the US in proper residential construction.
But... as @kelper mentioned... in other countries things are wired a bit differently.

There’s a power light on my 1500. No switch. It takes roughly 30 seconds to fade out after being removed from power, power drain.

Yeah, forgot about the power supply switch as that makes sense. My PC Power & Cooling TurboATX-450 doesn't have one unfortunately so it seems when I take out my AGP video card on a ASUS P4C800-E Deluxe motherboard, the power supply turns on so I will have to remember to pull the AC first.
