Taskbar/Settings Issues 24H2 update - Unsupported PC

Hello,

Currently I am on Windows 11 Pro 64-Bit 23H2 OS Build 22631.3296 on an unsupported PC which has worked fine for years now except for updating to 24H2... I've been struggling for months now every time I do the updates they cause my taskbar to disappear and the settings app among other apps to become inaccessible. I tried installing the updates via Windows Update and also doing an in-place upgrade to Windows 11 24H2 but it fails. I'm at my whit's end. I don't want to clean install my PC but I cannot seem to fix this issue. sfc /scannow does nothing and DISM /Online /Cleanup-Image /RestoreHealth does nothing. I've even tried going in and reinstalling the settings app through PowerShell and that doesn't work. Any other solutions?

The following updates seen to have these issues after them:

KB5037771, KB5043076, KB5042099, KB5048685, KB890930, KB5047486, KB5048163, KB5049624, KB5050021

Hi, welcome.

What method are you using to achieve this?

Try (if you haven’t) creating the install media using Rufus with the latest ISO available.
Run the setup.exe inside File Explorer from the USB, disable downloading updates during install when/if asked during the in-place upgrade process.

Downloading the latest ISO using the Media Creation Tool but opting for the ISO and not for MCT to create the media, will get you the latest ISO (Option One)

Use Rufus to create the usb installer. In Rufus settings, check the boxes bypassing hardware checks.

One thing though, if using Rufus and you have a Microsoft Account for Windows, don’t check the “Remove the requirement for an online Microsoft account”

I always wait until Windows is setup and running before switching from a local account to my MS account.

I never had to do an install or a in place repair install on a unsupported computer so I don't know if the repair install would try to change their user name or not. I wonder if it being a repair install if it even matter.

If doing an inplace upgrade the only difference between an unsupported or supported device is the install media creation.

Nothing in either case less that you just end up with a different build or version. Or a repaired version if using the same ISO.
So in my opinion, if you were using an MS Account before starting the inplace upgrade, it could cause trouble asking (in this case using Rufus as per my suggestion) the install media to create a local account, because the MS Account already exists and is in use.

If I understand correctly, you downloaded the Windows 11 24H2 ISO and ran Setup to upgrade from 22H2 without disconnecting from the internet. It failed after trying to install some updates before upgrading to 24H2. This is a known issue for unsupported computers, both 23H2 and 24H2 fail if you stay connected to the internet. Download the ISO and use Rufus as explained to create a USB flash drive to bypass compatibility checks. Disconnect from the internet and then run Setup to upgrade. Yes, there is an option not to use Windows Update during the installation, but I doubt it works (it will install updates anyway, even if you choose not to) and also I believe there is a hidden online compatibility check forcing the upgrade to fail at 70-75% before even the first restart. So to be on the safe side stay OFFLINE. After a successful upgrade to 24H2 you can install all the rest updates as it doesn't check compatibility for them.

PS: I would avoid using a Microsoft account directly. Create a local account and if you really want to, you can convert it to Microsoft account later.

Okay so I have tried using Rufus as well to do an inplace upgrade creating a bootable usb to install from. I'm basically just wanting windows update to work without breaking my pc. So I'm just wondering if there are fixes for taskbar not loading and setting being inaccessible after the upgrades? Or a better way to do it. I also tried downloading the official iso from Microsoft and going through the steps offline to opening regedit and bypassing tpm and cpu requirements. This is how I originally upgraded my PC years ago from Windows 10 to 11 in the first place which has worked fine up until the 24h2 update. To clarify it's not that the updates fail they only fail if I try to do a repair install using a Rufus or Microsoft iso. If I use Windows updates the updates work but then I have a bunch of issues with taskbar and settings being inaccessible so I end up doing a shift reboot on my PC and rolling back the updates each time.

The taskbar not loading is a known bug of the first builds of 24H2. Hopefully if you install all the updates to reach current build, it will fix. Alternatively, you can use a third-party tool to change the taskbar, such as Open Shell or Explorer Patcher. The latter also restores the good old right-click list of options which was removed in Windows 11 21H2. After a lot of complains they restored the option or load Task Manager. But I want the full list, so I use Explorer Patcher.

The problem is my settings menu also becomes inaccessible so I cannot do further updates so even if the next update would fix it I have no way to access it as when I go to settings it tells me the app is not available or something weird like that. I tried reinstalling using PowerShell and I also have a 3rd party taskbar program called start is back and yet the taskbar still won't load. Any way to proceed with further updates from Windows update with the menu inaccessible?

There's your problem, Update the app or uninstall it.

Maybe if I uninstall it then do the update... Good idea. As for the PC settings also being inaccessible is there a way to scan for Windows update though like PowerShell or CMD?

I would be following my suggestions in post 2. I am obviously biased. Aslo, I stringly advise against any 3rd party apps until you have this sorted.

The issue is the settings app as soon as I update becomes unavailable so you cannot access it... Hence why I need to know if there's a way to scan for Windows updates from command line or PowerShell ... It's a predicament in in... I need to get an update beyond the first but as soon as I do that I lose access to the settings app and my taskbar...

I gave you a shortcut just before your post to open the settings app.

How does it become inaccessible? I assumed because you cant use the start button with the taskbar being gone.
Again, my advice is to do an in place upgrade using the method I explained.

First downloading … actually. I’ve already said all this in post 2.
II can’t promise that the in place will fix your problem, but it’s sure as hell where I would personally start after reading your problem. That’s all I can say. I’ll follow the thread because I like to hope you get sorted, but I have no other advise past post number 2. Word for word.

Like it tells me the settings app is no longer available it's very strange... I can't remember the exact wording. I'll try your suggestion with uninstalling the taskbar program then updating but I am pretty sure I tried this before in the past. At the very least I can post the error message I receive then I'll just as usual rollback the update until someone knows a way to fix the error. Thanks for your help though I appreciate it.
