Unable to Open BIOS Update App

Another issue with 24H2. First, I wasn't able to get latest Intel Graphics Driver installer to open...it would flash the splash screen and then do nothing. I was able to manually update the driver in Device Manager. Most recently (tonight) I found that my Dell XPS 15 9510 has a BIOS update so I downloaded the .exe file. Attempting to open it results in no action. Nothing happens. I'm not sure what is going on...security setting or something? Any help on troubleshooting? I even tried the method to try and update BIOS from inside BIOS but there isn't an option.

Sounds a bit like a security setting or perhaps something to do with the virus scanner. I'd be surprised if it turns out to be an issue specific to 24H2.

I've had several Dell XPS laptops and I've always used Dell Command | Update to install BIOS updates and drivers. Dell Support Assist will also install BIOS updates and drivers.

You can also go to the Dell website, choose Support, and you can install BIOS and drivers from there too.

No luck with the easy ways...smart app control was already off. Dell Command wouldn't install (it appears like it might not be meant for home use) and Support Assist only gave me another way to download the file that wouldn't open. I ended up getting the BIOS updated by copying the file to a USB drive, booting computer into the 1-time boot menu (that included a BIOS update option), and pointing it to the file. I'm not sure what other setting could be causing some .exe installers not to work...the Intel driver file worked on my wife's laptop.

Probably something to do with Microsoft Defender.
Especially if mixed with AI (Atrophied Intelligence), of any kind?

Next time you find an installer that gives you trouble, try temporarily disabling Defender...

I'm going to create a new thread with question...issue looks to be related to my administrator account and privileges. If I use an app to run them with elevated (trusted installer I think...above administrator)...they work.

My Dell XPS specs are below in "My Computer".

I'm on Windows 11 Pro 24H2 26100.2605.

I use Microsoft CoPilot multiple times every day.
I use Microsoft Defender.
I use Dell Command | Update.

I updated my Dell XPS 16 9640 BIOS to version 1.10.0 using Dell Command | Update on 12/18/2024. As usual my BIOS updated without a problem.

I've never disabled Defender for anything at any time.

Dell Command Update would not install if you have Dell/Alienware Update already installed on the system. Downloading from Dell will still download a .exe which installs the BIOS. Not sure how Support Assist and Dell Command | Update and Dell/Alienware Updates the BIOS though as I have only used the .exe's. It's always better to update the BIOS without booting into Windows if possible. Use something like Process Explorer or SystemInformer (formerly ProcessHacker) and see if the .exe's are still running or not. Look in Windows Defender Protection History to see if you see the .exe being mentioned in the the history.

Nope...nothing. I downloaded PowerRun and they actually open. I'm not sure what setting has been triggered that prevents them from opening without very elevated privileges. Some installers are opening fine...I just uninstalled and reinstalled Visual C++ and Windows Desktop Runtimes with no issues.

Do the ones that open actually require using UAC? I mean do they have the shield on the icon?

I even tried with UAC turned off completely. It is really weird. I would blame the installers but it is both Intel and Dell...and the Intel ones open normally on my wife's laptop. I can only get them to work on mine with the elevated permission app. I even checked and my account is correctly showing as Administrator. They are .exe so Windows Installer service isn't the issue.

I just looked in the event viewer...nothing. I even attempted to open the Intel Graphics Driver installer and after it disappeared I checked and it didn't trigger any event viewer errors.

I'm hoping to avoid a clean install if I can (pain to reinstall drivers, apps, etc.)...though it is an option. I may try another repair by reinstall/upgrade again but if I don't know what is messed up it'll likely just transfer over. SFC and DISM tools don't show any issues. I attempted to restore already from a previous image and the issue was apparently well before...I just didn't know about it until now. Everything else seems to be working on the machine.

I may have resolved the issue....I decided to create a new profile and the affected apps opened this time. While not as time-consuming as restoring system after a clean install...it did take a while to redo Start Menu and personalization settings. Hopefully I did resolve the issue.
