Making a "Windows to Go" edition (I assume that's what you meant) works with purely standard Windows editions anyway so not an issue -- simply create a vhdx file, apply the image via dism /apply-image and install the boot loader -- done --seemples.
Anyway as the issue appears to be solved now --marking as solved.

It's been back for a while now.
Not sure what the original problem was -- I don't think it was with Ms itself -- Ms could have ordered a "Take down" any time it wanted to. I think Ms secretly approves since many more people are testing their builds than would sign up as "Insiders" requiring loads more admin. In any case one still needs legal Windows licenses so Ms aren't losing any money over this.

It's been back for a while now.
Well ... yes and no ...
I tried the site to download an ISO of 19045.2311 and got the error message that files were missing.
So, I tried the site that Cerebrus said and while it DID download 6.4GB of files, it did not create and ISO -- and since I have not used this tool before (only UUPDUMP), I have no idea what to do now.
UPDATE: I went back and looked at the tool again and it offers an option to create a command to download and create an ISO -- so I am running that right now. Will report back when it is done.
UPDATE: It did create an ISO file. SO, we have an alternative to UUPDUMP that works.

It takes awhile before the page will load. If you manage to get to the download it times out. I'm guessing it's a server problem. Hopefully someone knows how contact them and let them know about the problem.

We had the one false alarm and that's one too many. Speaking for myself, I don't always use UUPDump to update to a new build. I do use UUPDump to do in-place repair installs when MS hasn't released an ISO. UUPDump has helped me more times then I can remember.

fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.
My SYSTEM THREE is a Dell Latitude 5410, i7-10610U, 32GB RAM, 512GB NVMe ssd, supported device running Windows 11 Pro (and all my Hyper-V VMs).
My SYSTEM FOUR is a 2-in-1 convertible Lenovo Yoga 11e 20DA, Celeron N2930, 8GB RAM, 256GB ssd. Unsupported device: currently running Win10 Pro, plus Win11 Pro RTM and Insider Dev, Beta, and RP 24H2 as native boot vhdx.
