What determines what shows up in Start search?

Noticed PowerToys utilities don't show up in Start search and it got me thinking, just what determines what shows up in there? Had a bit of trouble finding anything online. I know it's not just the stuff in the Start Menu\Programs folder because I have things that aren't in there at all come up... anyone know?

That is answered by the line below the search box.
You can select what you like.
If I choose just "Apps" then it references the MS Store where you can get it.
I get this with "All", hardly a no show.

You misunderstand my query. Firstly, your image is showing web results, not what I'm interested in. Secondly, I'm talking about the individual PowerToys utilities, not the suite.

Again, that's the PowerToys suite. I mean the individual tools within it, like the PT Keyboard Manager or Environment Variable editor.

Yeah, but the thing is the utilities are standalone executables themselves. PowerToys.exe just helps you manage them.

PowerToys Run (spotlight search) is able to show the individual tools, but it also has some special setting to do that I know. Honestly though this is all getting a little off-topic. PowerToys is just one example of things not working as I'd expect in the Start search, so I was wondering if anyone had any info on how it actually works.
