Why should those users, who have up to date hardware, suffer an operating system that is less than it can be so it will run on old hardware.
Not everyone can drive the latest Ferrari and people accept that, {with some envy admittedly)
Windows 10 will run as it always has on the hardware it is running on now and it will likely continue after support ends, [and there is over four years of support planned]
We have to consider "What is old hardware in the IT field". Using Moore's law as a guide the hardware improves by a factor of two every 18 months [ the other components will improve to work with the processor]
The i7 Gen 7 was released at the start of January 2017 which is 55 months ago so the doubling of processing ability has happened three times since the release date.

unfortunately the IT industry has never been a fair and level playing field, the hardware and software is progressing at a pace set by the background technology improvement, not everyone has the ability to keep up with the changes
In reality, the world is not going to be overrun by piles of windows 10 systems abandoned because they cannot run Windows 11 Businesses' will upgrade their hardware and software when they are ready, the general user will upgrade when their hardware fails or fails to run the latest facebook or game or Zoom - and they will buy a device based on it's cost and aesthetic, this may not even be a windows device . Most general users asked what OS they run will reply "Windows" not anything more, and certainly not the build number
The enthusiast, including the members of this and other forums and technical sites will buy what they can afford, or source or use the hacks that always appear to run Windows and other software on unsupported hardware,
this is the way it has always been I can't see it changing now
