Win 11 24H2 can not reboot... but can boot?

If I use Windows Button -> Power -> Reboot, Windows 11 reboots and afterwards (not at the "Restarting" screen, but the boot logo) hangs on the rotating loading circle indefinitely.

If I shut down and start up again, it works perfectly fine. If I hold the power button during the infinite loading circle, it shuts down and then boots up perfectly fine, too.

Event manager has an entry about not shutting down cleanly after force-shutdown by power button, but no error messages about what caused it to hang.

Any ideas where to look? This used to work normally until about 2 weeks ago, then suddenly showed this behavior.

Both sfc /scannow and dism /online /cleanup-image /restorehealth (and /scanhealth) show no issues at all. Neither does scanning the system drive.

the imensity of issues with 24H2 is why I will NOT update to this version. Id say with the amount of bugs itll be a year before i jump from latest 23H2.

It may well not have anything to do with 24h2. It can be defective hardware, third party driver, or software handle.
First put machine into a clean boot state and restart. If it will restart in a clean boot state, you have a piece of software causing the issue.
Brink's procedure will help you weed out which one. Perform a Clean Boot in Windows 11 to Troubleshoot Software Conflicts Tutorial

If it still happens in clean boot state, return all services to normal operation.

Then enter safe boot and restart. If restart is normal in safe boot, you have a driver causing the problem.

I would go Settings, system, recovery and "fix problems using Windows Update", reinstall now.

If none of other suggestions make a difference, make sure your uefi bios and chipset drivers are updated.

3 months later and no change.
I did find i.e. Intermittent boot problem - stuck at spinning dots (sometimes) but none of the solutions seem to apply to me, although it's "comforting" to know I'm not the only person on the web with that issue.

I have since kept all drivers and Windows itself current and made sure fast startup is disabled. No change.
I tried a repair install, no change.

Clean Boot state is somewhat pointless, since the issue appears to be completely random.. it can reboot 5 or even 10 times perfectly fine before the issue occurs, then sometimes only appears once or sometimes happens 2, 3x in a row. I can't leave my PC in a constant minimum state in the hopes that it never happens again.

This is after I had the issue, then followed by another reboot and being able to get into Windows normally.

I'm thinking that maybe it's a problem with the updated BIOS. Did this start before or after updating the BIOS? If you can't find a solution try holding the shift key when you click on restart.

I updated the BIOS because of the issue. It changed nothing.
So yeah, it also happend on the previous version.

There was a BSOD on 04/18/2025.

The main problem seen was video time delay / timeout.

1) Please read this link on Windows Driver Verifier (WDV):

Enable and Disable Driver Verifier in Windows 10



2) Create a new restore point




3) Learn the methods to recover from BSOD caused by WDV by booting into safe mode and running one or more of these commands:

verifier /reset

verifier /bootmode resetonbootfail







4) Plan to run the tool with various customized test settings.

a) Test all non-Microsoft drivers

b) Test no Microsoft drivers

c) For the first run of WDV select the 3 customized tests displayed in the TF tutorial




5) Whenever the WDV tool is started if there is no immediate BSOD then open administrative command prompt and copy and paste:

verifier /querysettings

Post a share link.



Customized tests will then be posted for the next run of WDV.



WDV can run continuously during the testing.



For any BSOD post a new V2 share link into the newest post.

I had this problem and it was caused by the system looking for dual monitors on boot. Try pressing Windows Key + p. Make sure setting hasn't changed. Should be on PC screen only. Don't know what changed mine to duplicate but changing it back fixed the boot issue.
