Windows 11 0xc1900101-0x20017 The installation failed in SAFE_OS phase with an error during the BOOT operation

Windows 11 version 23H2 (OS Build 22631.5189)
Trying to update 23H2 to 24H2. This error shows on first boot and then reverts back to 23H2. I am able to clean install 24H2 to drive but I am not able to restore apps etc. from my previous system image. Any help appreciated.

How are you trying to upgrade?

Have you tried an In-Place Upgrade?


You can keep all your apps and stuff.Read tutorial throughout least once before following the steps.

Could be one of many things

  • Incompatible or Corrupted Drivers:
    The most common reason for this error is an issue with a driver, especially a third-party driver.

  • Hardware Issues:
    Problems with your hardware, like RAM or storage, can also trigger this error.

  • Low Disk Space:
    Insufficient space on the drive where Windows is being installed can cause problems.

  • Antivirus Interference:
    Third-party antivirus software can sometimes interfere with the installation process.

  • BIOS Issues:
    Outdated or incorrect BIOS settings can also cause problems.

Could be a Safegaurd Hold on your system?

You could try disabling Safeguard Holds before upgrading (and disable your antivirus)

Could be a Safegaurd Hold on your system?

You could try disabling Safeguard Holds before upgrading (and disable your antivirus)
I would advise against disabling Safeguard Holds unless you're an expert user.

Other than failed checks for unsupported HW, MS is scanning for known software apps or drivers which have failed on upgraded systems. The reasons are usually listed in the continuously updated 24H2 Known Issues list.

I have performed in place several times. Upon the first- boot choose keyboard-then goes to choose OS to boot from (3 choices) Goes to Advanced options -Startup Repair or Shut Down. Startup repair fails, Shut down -reboot - then the error (See attached)
I replaced the M.2 with new drive and run the .iso and the install completes without error . I tried running my image restore (Win 7 in control panel) and my backup drive is not detected. It appears the hardware and drivers are compatable. I may purchase 3rd party software and attempt to restore apps and files. I have files stored in many directories on the pc and can't afford to loose them. Great instructio in the attached article ! Thank you.
