I have Windows 11 64-bit Professional build 22000.2538. Windows update doesn't find further updates even so I didn't change anything and it had been upgrading fine for years. Says "You're up to date".

This is the powershell code:

Tried to upgrade it by brute force, running "Win11_23H2_EnglishInternational_x64v2.iso", but I get the error 0x80310000 - 0x2000D. Error SAFE_OS during MIGRATE_DATA. Any idea why can't just upgrade? I don't want to wipe the ssd and make a fresh install, just want to upgrade.

I've removed all of these so should work:
Microsoft won't update your Windows 11 PC if it has these apps

Also I've chosen to keep apps & data & configuration as much as possible. It looks like install the update when rebooting 2 times, but then reverts the changes.

Does the EOL mean that Windows Update won't be offering me updates? But it's W11 not W7, the Windows servers should be online still... do you think Microsoft won't offer updates in such case?

Each Feature Update gets two years of mainstream support before it hits EoL (End of Life). You get continued support by installing a newer Feature Update. You can think of a Feature Update as being like the modern version of a Service Pack. The OS overall is still supported, but at a certain point, if you want new updates, you have to install the newest Feature Update / Service Pack.

Usually new Feature Updates would be offered via Windows Update. Under some circumstances, like if you used a bypass method to install Windows 11, then it won't offer you a new Feature Update via Windows Update. You should still be able to do an in-place upgrade though. Whatever caused the upgrade from the ISO to fail is a separate issue.

Try other ISOs for 23H2 and 22H2. You could also potentially try upgrading directly to the latest 24H2 Release Preview build. If all of that fails, there are actually newer 21H2 builds out there, the most current being 22000.3019 from June 11th, still updated since Enterprise and other versions get an extra year of support compared to mainstream (22000.2538 was the last mainstream release build IIRC). That would be better than nothing, or could maybe be used as a stepping-stone to a newer version.

I'm going to try to reset the Windows Update components. Isn't there any way to see what is preventing the upgrade from successfully completing? Isn't there any upgrade log where I can further dig in?

My guess is that must be some setting, driver, app, whatever and the UI is not explicitly telling me about it (which should).

Hope it works, but I just want to keep the same software and username and everything as is, like a normal udpate, I don't want to install a new "user" or sideload a new profile or partition.

it will just update your system. You wont lose anything or need to do anything.

Can the CPU be the culprit that can't install updates? Until 22000.2538 everything worked fine.
