Windows 11 Seems to Ignore Power Settings

I'm looking for some advice on a strange power issue I'm having on my Windows 11 Professional Optiplex 7010 Micro Plus workstations. I mention the model not because I think its relevant, but just because I'm so far out of ideas or maybe am unfamiliar with an angle that would make the following issue device-related.

Through GPO and other means, my organization has disabled sleep and hibernate on workstations. As such, after five minutes of inactivity, the screen will turn off, but the device never sleeps. The problem is, on several machines that sit in conference rooms and training rooms (notably), if a user logs in, then locks the machine (or inactivity timeout triggers) and walks away, the screen will not only turn off after 5 minutes, but it will also go to sleep.

I've looked into registry settings, standard power settings, etc, and I cannot find why it will behave properly in every case EXCEPT when a user is logged in. The closest description of the problem and attempted solution I could find was here, with Windows 10:


Any thoughts?

Only thing that comes to my old mind is if the BIOS setting of WOL/Wake On Lan is involved. I don't need it on my LAN so keep it Disabled.

have a look in >start >windows tools >control panel >power options >change plan settings >change advanced power settings
there are a few options there that may help.
