The Media Creation Tool is not updated yet for 23H2, it still created 22H2 22621.1702 ISO.

The direct ISO download gets 23H2 22631.2428

There’s a package size optimization underway for 23H2 with MCT. Rough ETA is a couple weeks ~11/15

Since the install.esd is still above 4GiB, all they need to do is split the install.wim into install.swm and install2.swm. MS have used that method before.
I have already built my modified ISO. 😉

A tip for determining what build the MCT will use:

Some have noted that they pulled down the entire copy of Windows with the MCT only to realize that it offered an old build. If you ever want to know what build the MCT is offering, simply do this:

Open the MCT and accept the license.

When you get to the next screen (Select language and edition), open the file C:\$Windows.~WS\Sources\products.xml in notepad or the program of your choice.

You will see multiple lines like this (for each available language):

<FileName>22621.1702.230505-1222.ni_release_svc_refresh_CLIENTCONSUMER_RET_A64FRE_es-es.esd</FileName>

This will indicate the build that the MCT will use.

You can now cancel the MCT if you wish.

    The five 8TB drives and three 512GB SSDs are part of a DrivePool using StableBit DrivePool software. The three SSDs are devoted purely to caching for the 8TB drives. All of the important data is stored in triplicate so that I can withstand simultaneous failure of 2 disks.

Ethernet, Cat8, but 11 randomly switches it from 1000 to 100, usually a clean install fixed it, not this time.

You probably have Speed & Duplex on Auto + all the Power Saving features of your NW Card Enabled. That's not a Windows issue - but settings issue. Open Device Manager + select your Ethernet Card > Advanced and set Speed & Duplex to 1.0 Gbs Full Duplex. Next - set to Disabled all Power Saving Features (Green Ethernet, Gigabit Lite, Energy-Efficient Ethernet, Advanced EEE, Power Saving Mode, Etc). Don't know how stable is your Internet connection (as in - constant Latency and packets loss), cause for a stable connection - also helps to Disable the Offload Features (doesn't seem that useful for Modern CPUs - maybe only for the lowest end on the market). But hey, no harm in trying since testing always reveals the truth. One thing it's for sure, as mentioned above - it's not a Windows install issue (since it takes into account - all possible configuration - usually all settings are Enabled by Default - since on very low end machines it can make a difference - by using more CPU resources on a system that's already struggling).

That's your reason, Fat32 has a 4GB maximum file size - and the ISO is 6GB. Reformat as exFAT or ntfs.

Are you familar with the method of creating your Windows boot media with 2 partitions? You make a small FAT32 partition that contains only the bits necessary to boot, then you have a larger NTFS partition to which control is passed after the initial boot. This has several advantages:

1) It doesn't matter what size the install.wim or install.esd is because it resides on the NTFS partition.

2) Some systems simply do not like to boot from flash drives if they are NTFS. Since the boot partition is FAT32 this works on every system.

This method works so well that it is the ONLY way that I ever create my bootable media now. Has been for several years.

Below is the manual procedure for creating media this way and a batch file that will do it all for you. I suggest using the batch file, but the manual procedure shows you exactly how it is done.

In the manual procedure, if you want to skip all the fluff and just see what gets copied to the FAT32 partition and what gets copied to the NTFS partition, simply read step 7.

Here is a procedure for creating a bootable Windows installation flash drive using no third-party tools, batch files, or anything other than running a few commands and copying some files.

IMPORTANT: This procedure will also work with a HDD or SSD as the target. Just be aware that the maximum size of an MBR disk is 2 TB. If you are using a disk larger than 2 TB, you have two options:

1) When you run the diskpart commands below, rather than "convert mbr", use "convert gpt". This will allow more than 2 TB space to be used but will eliminate compatibility with legacy BIOS based systems.

2) You can follow all steps in this procedure exactly as presented, however, you should be aware that you will sacrifice any space beyond 2 TB.

END IMPORTANT NOTE

There are some circumstances, such as when a flash drive was configured for GPT, where the media creation tool may not yield a working flash drive. I like this procedure because I have NEVER seen this not work. You will be able to boot it on any system whether that system is BIOS based or UEFI based. In addition, there is no issue with having files that are greater than 4GB in size. I just keep this procedure handy in case I have any difficulties with any other method of creating the boot disk.

Here is the procedure:

1) Begin by having your Windows ISO image available. Double-click that file. That should "mount" the ISO image. This means that the ISO image is opened and assigned a drive letter, much like inserting a DVD in a drive. Take note of the drive letter that File Explorer shows for the mounted image.

2) Plug in your flash drive if it is not already plugged in.

3) Press WinLogoKey + R, type in "diskpart" (without the quotes), press <ENTER>.

4) From the DISKPART> prompt, run this command:

list disk

5) From the size of the disks, try to determine which disk your thumb drive is and note the drive number. If that is not enough information, run these commands to get more detail on any disk. In this example, I want more info on disk 4:

select disk 4
detail disk

Repeat the above two commands for any other drives for which you want more detailed information.

6) When you determine the correct disk, run the commands below while you are still in diskpart. In this example, I have determined that disk 4 is my flash drive. Be sure to select the correct disk number because everything on that disk will be erased!

NOTE: It's possible that after you run the "clean" command below you may get an error. If that happens, simply run "clean" again. It should succeed the second time.

NOTE #1: The assign commands will assign the next available drive letter. If you want to assign a specific drives letter, for example E:, use the command "assign letter=E" rather than just "assign" by itself. Please also note that we are assigning the label "VOL1" to the first partition, and "VOL2" to the second partition. The only reason we are doing this is to make these partitions easy to identify when you look at them in File Explorer. You can use any label you like. Just be aware that you are limited to 11 characters for FAT32 (the first partition) and 32 characters for NTFS (the second partition).

NOTE #2: The command shown will create the second partition with a size that will occupy all remaining space on the drive. If you want to create an additional partition(s) after this partition, you can specify a specific size here instead. Simply replace the command shown with this:

create partition primary size=8192

This will create the partition with a size of 8GB (8 x 1024 MB).

You can then create addition partitions after you have completed this procedure or you can do it now while still in diskpart. If you want to do it now, simply run the three lines just before the "exit" again to create an additional partition, format it, and assign it a drive letter. Once again, if you want to use all space, use the "create partition primary" command. If you want to specify a size, use the "create partition primary size=xxxx" command.

In the next step, we will copy files from the source to the FAT32 and NTFS partitions on the thumb drive. To be clear, all the files and folders that you are being asked to copy come from your ISO image that you mounted in step 1. You are copying them to either the FAT32 partition (the one labeled "VOL1") or to the NTFS partition (the one labeled "VOL2") on your flash drive.

7) Follow these steps to copy files to your thumb drive:

⦁ Copy all files and folders EXCEPT the \sources folder to the FAT32 partition.

⦁ Create a folder called sources on both the FAT32 partition AND the NTFS partition.

⦁ Copy the file \sources\boot.wim to the FAT32 partition \sources folder.

⦁ Copy all files and folders from the \sources folder EXCEPT boot.wim to the \sources folder on the NTFS partition.

At this point, you should have a bootable thumb drive that can be booted from both BIOS and UEFI based systems.

8) To finish, in File Explorer, right click the drive letter for the ISO image that you mounted in step 1 and choose "Eject". This will unmount the image, much like ejecting a DVD from its drive.

9) OPTIONAL STEP (but recommended): If you purchase a system that shipped with Windows, the BIOS will usually contain a signature that indicates what edition of Windows that system shipped with. During Windows setup, if setup sees such a signature, it will install that same edition of Windows without asking you what edition to install even if your Windows install media has multiple editions of Windows. This makes one less decision for the user to make during installation, especially since many users may not even know what edition of Windows was originally installed on the system. However, let's say that your system shipped with Home edition but you later upgraded to Pro. In that case you may want to be able to choose to install the Pro edition rather than just have Windows choose the edition automatically. To do this, you can create a simple text file with two lines and drop that file into the \sources folder on the NTFS partition. Personally, I like to always create this file as it allows for greater flexibility since you will then always have a choice of what Windows edition to install.

To create the file, open Notepad and type in the following two lines of text:

Save the file and name it "ei.cfg". Make certain that it does NOT have a .txt file extension.

Finally, simply drop that file into the \sources folder on the NTFS partition.

10) Cleanup: You can dismount your ISO image file now that we are done with it. Locate the drive letter that you Windows Image was mounted to in File Explorer. Right-click that drive and select "Eject".

PLEASE NOTE: When booting the media that you have created, on some UEFI based systems, you may be presented with an option to boot either the FAT32 or the NTFS partition. Choose the FAT32 partition.     The five 8TB drives and three 512GB SSDs are part of a DrivePool using StableBit DrivePool software. The three SSDs are devoted purely to caching for the 8TB drives. All of the important data is stored in triplicate so that I can withstand simultaneous failure of 2 disks.

They could also change the behaviour of the MCT to create 2 partitions on the USB Stick. I use that way all the time.
Partition 1 = FAT32
Partition 2 = exFAT

Are you familar with the method of creating your Windows boot media with 2 partitions? You make a small FAT32 partition that contains only the bits necessary to boot, then you have a larger NTFS partition to which control is passed after the initial boot.


Yes, I've already done it, the same procedure was used with Windows 10 and still works fine.

This procedure below is in this Tenforum post #6 by cereberus.


1) Mount iso with large install.wim as a drive (say letter D)

2) Create two partitions on usb flash drive as follows

Partition 1 - fat32 formatted say 2GB (may be less but I used 2 GB) (say letter E)

Partition 2 - NTFS formatted - rest of drive (must be large enough for INSTALL.WIM+ say 2GB) (say letter F)
INSTALL.WIM can be as large as you like.

3) Copy all of files/folders from D EXCEPT sources folder to E

4) create sources folder on E and copy BOOT.WIM from sources folder on D to sources folder on E.

5) copy all files from D to folder F (does not matter that files are on E as well).

6) Reboot PC and it will boot from FAT32 partition but install files from NTFS partition.

My PC will not boot from an NTFS partition, but I tried the above and it worked first time.

Total time to create flash drive was less than five minutes.

....copying the content of the mounted ISO would fail unless they split the install.wim in install.swm and install2.swm. 🤷‍♂️
Yes, that works too. I've used it successfully to make a Fat32 usb.....

I needed to reinstall Windows 11 because it was having a lot of problems. Note the current install had just updated to 23H2 the week before.

I downloaded the Media Creation tool on Friday November 10 and created a bootable flash drive. When I installed Windows 11 on the morning of Saturday November 11 it showed 22H2. As usual I went to Windows Update and kept selecting Check for Updates until no more were found. Late Saturday afternoon I got a notification that 23H2 was available so updated to it.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.
