I upgraded from Windows10 to Windows11-24H2 around October last year, and I’ve been facing an issue since then. Both Edge and Chrome experience random scrolling delays, and even after doing a clean installation, the problem persists.


The only solution I’ve found so far is disabling Windows Defender’s real-time protection. While this is only a temporary fix, it’s the only thing that consistently works.


I’ve been actively researching this issue, but there aren’t many reports from others experiencing the same problem, so I’m not sure if it’s a personal issue on my end or a bug in Windows.


Is anyone else facing the same issue? I’m happy to answer any questions, and any advice would be greatly appreciated.

I will agree to disagree about this. I run Defender in tandum with Malwarebyte premium and have 0 load issues with either/both. I have a strong CPU and 32gb of ram. At idle, my entire system uses 24% of my ram and 2-3% of my cpu. Defender uses .2%
It's up to the user to have hardware sufficient to the needs of his system. Any anti-virus app can use a large percentage of resources on sub-par hardware.

While "free" AV are fine, and BD may be good, what I have against them is their constant nagging to buy the paid version. Also some of third party AV can affect windows update and upgrades.

Welcome to the forum. You may well have a software conflict causing the issue. I would start by performing a clean boot.
If it doesn't happen in a clean boot, you have some software conflicting with Windows. Brink's procedure will help you weed out which one. Perform a Clean Boot in Windows 11 to Troubleshoot Software Conflicts Tutorial
Thank you for your suggestion.
I tried performing a clean boot, but the issue reoccurred. I haven't installed many applications on this PC, and I don't have any background apps (like mouse control software) running, so it doesn't seem to be caused by app interference.


I also tested replacing the mouse and changing the USB port for the receiver, but the problem still persists.

Indeed, by following your suggestion, I can disable WD's real-time protection without compromising the security of my PC.
However, I’m concerned because while many people use WD, only a few report issues with delays.
I’m curious about the root cause of these delays in WD, and if possible, I’d like to resolve the underlying issue.

Well your issue is very strange to say the least. You can try resetting the security app (but I don't think that will fix it)

You mean a true clean install, not a repair install...correct?
Do you have any issues with scrolling within windows itself, like scrolling in settings app?

I know you said disabling defender fixes the problem every time but in my experience I have trouble believing defender is the underlying cause unless you are running with sub-par hardware..
Disable your touchpad in device manager and see if it changes anything with the mouse.
Disable your browser add-ons and test.

Open task manager. Processes. Click on the column name for both cpu and ram. This sorts the list and puts the heavy users at the top. While the issue is happening Take a screenshot and provide it here. If it happens too quickly for you to do a screenshot, make note of the amount of both ram and cpu being used while this is happening. I suggest you split screen task manager and your browser windows so you can see what your resourcs are dooing.

You did not fill out the specs of your computer in your forum profile. Please give make/model, also what kind of CPU and amount of ram.
I have a couple of other suggestions to try, but I need to consider that information before I give them.

As you mentioned, I performed a clean installation.
I downloaded the Media Creation Tool from Microsoft's official website and created a bootable USB.

Following your advice, I disabled the touchpad driver from Device Manager and reset Windows Defender.
(Device Manager > Human Interface Devices > Disabled HID-compliant touchpad)

In the past, I used to experience lag every five seconds throughout the day, making it frustrating to watch YouTube or browse Twitter.
I also encountered random delays when using shortcuts like Ctrl+T or Ctrl+Tab.
However, after performing a clean installation of Windows, the issue has somewhat improved (though I still wonder why it hasn’t been completely resolved).

For example, today, I haven’t experienced any scrolling delays yet.
Sometimes, if I’m lucky, restarting the system temporarily fixes the issue.
(Before the clean install, rebooting did not fix the issue.)

Since the problem is quite random, I will attach a screenshot of Task Manager if it starts happening again.

I haven’t tested this yet, but before the clean installation, when the lag was severe, I also experienced scrolling delays in the Settings app.
Even when using the arrow keys on the keyboard, the scrolling was delayed in the same way.

I’ve seen users on Reddit reporting similar scrolling delays, but I don’t think there’s enough evidence to conclude that this is a Windows bug...
(In my case, I have no issues with gaming or video playback.)

chkdsk/dism/sfc is green.

It was suggested to me a few years ago when I was having similar problems so I tried it and experienced a vast difference overall. YMMV of course. Try it for a week and if it is not your cup of tea just uninstall the app and WD will automagically return to power. BitDefender A/V free.

Also check that you at re not having temporary internet speed problems. Fast.com will do it.
