Does DefenderUI actually handle some of the things that Malwarebytes Windows Firewall Control does?

No idea about Malwarebytes Windows Firewall control. I use OneClickFirewall for quick settings . DefenderUI does have ASR rules you can set though.

Not controlled folder I believe as I think it was blocking windows from updating as part of the bootup process.
