this instance came down to requiring an in-place upgrade to repair. before going that far, perhaps the steps mentioned there can resolve the issue. if not, maybe @zbook can assist you with logs though

On 24H2 you need to run this command first... to fix the DISM issue.
This also fixes the Disk Cleanup issue, where, no matter how many times you run Disk Cleanup... there will still be about 190-196 MB, that it can't remove.

Dism.exe /online /Cleanup-Image /StartComponentCleanup /ResetBase



Afterwards, DISM...StartComponetCleanup, will still be a bit weird, but at least it will work. :-)

The only folks that can "fix" the problem is... Microsoft.
Running DISM...StartComponentCleanup with the /ResetBase flag, is just a work-around, until MS gets their act together. :/

You only need to run the command with the /ResetBase flag... once.

Then Disk Cleanup and ...StartComponentCleanup will work again, and they'll stay working.

/ResetBase is an often misunderstood DISM flag. In a normal Windows release, newer Monthly Updates are layered on top of previous updates. This allows you to rollback to an earlier CU, if the current one is causing severe problems. But there has to be a previous update to roll back to.

Assuming you have a healthy Windows, DISM /ResetBase will remove the earlier updates and "collapse it" so there is only the latest version (you can't rollback). This clears the disk space kept by the previous updates. ResetBase does nothing in regards to a repair scenario. The longer Windows has been patched without having run a ResetBase, the more disk space is tied up by previous updates. Running ResetBase on system which has already been cleared will not change anything.

In order to diagnose DISM or sfc errors, you need to post the appropriate logs:
\Windows\Logs\CBS\CBS.log​
\Windows\Logs\Dism\Dism.log​

Sometimes the problem is obvious, other times it's not, and the quickest way to get out of bad situation is to perform a repair install.

This is true. BUT... that doesn't change the fact that running the ResetBase command fixes Disk Cleanup and StartComponentCleanup. At least it fixes what you "see" in the command window. :-)
There are numerable posts confirming this, mainly after the October 24th update.

How do I post logs for these:

They are pretty large in size, how do I post or upload them?​

Attach them as a ZIP file, those logs can compress a lot.

Here you go, attaching both CBS and DISM for your expert views analysis. You are one expert and my last hope for a fix.

Another thing I observed since the past few weeks, if I don't reboot for a few days the ring keeps circling when asked to reboot but won't and stalls. Have to manually shut and restart, than if asked to reboot is fine. Strange , erratic behavior.

PS: Honestly I don't know how to perform a repair install.
Since I have my patients data on the laptop, would probably save it to a thumb drive and restore a macrium image OR wait for MS for a fix maybe in '25. (since have none other issues and is working ok).

    Still assembled, still runs. Haven't turned it on for 13 years?
you could try restarting the system in safe mode and run SFC and DISM in safe mode
you would use safe mode with command prompt, option 6 on the menu
