Preview apps, in other words test versions of Microsoft Store apps, are and will be offered only for computers which have joined the Windows Insider program. Good examples are the current previews of the
Microsoft Store app itself, and preview of new
Snipping Tool. You can clean install latest Insider build 22000.132, but you only get those app previews after joining Insider program.
Clean installing dev / beta channel Windows 11 does not reguire computer to be opted in to Insider program. To some extent, you will even get Insider build upgrades without joining Insider program.

to some extent": Latest Windows 11 build at the moment of writing this is
22000.132, where
22000 is the main build (version) and
132 is the
Service Pack Build. Until now, Windows 11 has got all its upgrades as
Cumulative Updates, which only change the
Service Pack Build (highlighted yellow in next screenshot). As
Windows Update works normally in Windows 11 regardless if the computer has joined Insider program or not, as long as upgrades will be given as Cumulative Updates, you can upgrade your Windows 11:
As soon as the main build / version (green highlight in screenshot) changes, a computer not joined Insider program will no longer get new builds.
Short version: You can use Windows 11 Insider builds without joining the Insider program. However, if you want to get new Windows 11 versions and Store app previews, you must join.
