I cannot find the correct Windows 11 64 bit download to refresh my Win 11 64 bit PC

It might help if you would state what version you have. Are you running an insider version? Open command prompt as admin and type winver
Please state exactly what happens when your run the setup.exe file within the iso. Error? Messages?
Also where are you downloading your iso from?

Please confirm that you are trying to download the ISO using the guidance in
Download Windows 11 ISO file - ElevenForumTutorials

I don't understand what versions you are referring to in "Every version I download".
If you are on 22H2 then the 22H2 ISO ought to allow you to keep your files & apps.

I'm not familiar with "refresh". I always use
Repair Install Windows 11 with an In-place Upgrade - ElevenForumTutorials
because I always want to keep my installed applications [as well as my own files].

Are you trying to do a Repair Install with an In-place Upgrade? - see message #3 of this thread.

There are pre-requisites in performing this task. They are -
  • You will only be able to perform a repair install of Windows 11 from within Windows 11. You will not be able to perform a repair install at boot or in Safe Mode.
  • The Windows 11 installation media (ISO or USB) must be the same edition, same version, and same or higher build as the currently installed Windows 11.
  • The Windows 11 installation media (ISO or USB) must be for the same language as your currently installed Windows 11.
Otherwise, you can't keep personal files and / or apps

From the limited information you have provided, it appears that you are not meeting the conditions high-lighted.

It must be the same or greater Version but the Build number is irrelevant [the first part of it is determined by the Version & the second part of it is irrelevant].

The refresh option was available for Windows 10.

The reset option is available for Windows 11.

Here is the short version of the In-place upgrade tutorial...

DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software


Make a full OS backup with a program like Macrium Reflect or AOMEI Backupper Standard
Making a backup is optional, but always a smart move.
Macrium Reflect
AOMEI Backupper Standard (free)


Get the Windows 11 ISO (Option #2), and save it to your desktop...


Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will "look" like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.

The ONLY thing you will lose is some of your personalizations.
Your drivers, programs and data will be intact.
