Looks like the Photos application is corrupt. You can manually download it from this site: Microsoft Store - Generation Project (v1.2.3) [by @rgadguard & mkuba50]
Select to search by Package Family Name and search for Microsoft.Windows.Photos_8wekyb3d8bbwe Then download the latest x64 .appx file or .msix file. Double-click to install, select to install again if you already have this version. This should do an in-place upgrade/repair and fix Photos app.

Mate Photos is referring to the Microsoft Photos app
It doesn’t say it’s a file type it says “Opens With”
Mine says the same and opens in the Microsoft Photos app

I still don’t understand why a file that is attempting to be opened, is reported by Windows to be not there. This is why I think there is more of a problem than a file association.

The last time I seen that message, it turned out that the files were on a drive with bad sectors. A failing drive.

The image in your first post is of the C Drive, thats the drive I am saying you should check.
Does this also happen with images that are on the external drive? if so, don’t worry about the chkdsk.

To check without repairing use chkdsk from the command line (cmd.exe) WITHOUT parameters:

chkdsk c:

Don’t use chkdsk c: with parameters like /f /r etc

Running Chkdsk without parameters will ask him every error it finds what to do. The /f parameter fixes errors automatically. Other parameters are not necessary, unless he wants to mark bad sectors, but it will take too long and might lose data, so don't use other parameters.

You opened the original photo and not the one I asked you to download. Please download the picard.jpg image and then try and open that particular one. It will help to answer a few questions which everyone has.

Hmm, I would have expected to see the Prog ID for the Photos app underneath .jpg but it looks like it is possibly missing. I'll have to double check on Windows 11 machine.
