I use Irfanview and assign everything to it, though sometimes I still have to re-assign an individual type... :)

Thanks for the replies and especially those who have tested it on their systems.
It has confirmed what I thought and that it is an issue that has occurred since 24H2 was released.
It is obviously something to do with the Metadata, but not clear whether this is a Photoshop (or other image creation software) issue or Windows 11 issue.
Either the image creation software sometimes creates Metadata that is not quite compatible with 24H2, or the Metadata is actually correct and 24H2 is not reading it properly in these very few cases. I think only a proper debug by Microsoft can determine which it is.

Not sure about that. I have the same version of Photo Viewer on Windows 11 as I have on my Windows 10 machine. No problem opening the files on Windows 10 using Photo Viewer. The files can't be opened in Paint on 24H2 either, but can be opened on Windows 10 Paint.
I am used to Photo Viewer, so I'll probably stick with it.

Agreed. This is not a Photos or Photo Viewer specific issue.

Given that Paint.Net 5.1.2 opens the file on Windows 10 (and presumably Windows 11 23H2) but does not on Windows 11 24H2, tells us that a system component has changed that some programs depend on and others do not.

Not all image files are identical even though the file extension may be the same. And similar to video files, but to a lesser extent, image files also require additional codecs

It is quite possible that these codec requirements are no longer included in the programs in Windows 11 that won't open the images (whereas they do in W10).

Identifying which codecs can be a pain, and could lead to the dangerous practice of wanting to install codec "packs". It's time to put aside your Microsoft idolatry and accept that sometimes a little extra help is required when Windows built-in programs are deficient.

You can use MediaInfo tool to identify the codecs used in a specific photo, audio or video file. It is available as standalone utility, but also part of K-Lite codec packs. I always download and install the Mega (maximum) version of K-Lite codec pack to have everything I need.

Also you can open Microsoft Store and search for codec and install anything described as "video extension" just in case.

Here is a sample info from a jpeg file:

Video
Format : JPEG
Width : 1 145 pixels
Height : 1 591 pixels
Display aspect ratio : 0.720
Color space : YUV
Chroma subsampling : 4:2:0
Bit depth : 8 bits
Compression mode : Lossy
Stream size : 55.7 MiB (100%)

If the Bit depth or the chroma subsampling is different, for example, Windows 11 Photos or other apps might not be able to handle it because it would be non-standard jpeg file.

Don't really see this at all. The photo attached was of the reverse of a coin. The photo of the obverse side, which was produced at the same time had no problems. I don't see that they would be using different codecs. There is clearly a bug somewhere, not a case of unsupported codecs.
Also, I use these images in Access programs and Word and they can't be read there either. Neither can I read the Meta data in the File Explorer right click Properties tab. They are blank - but miraculously reappear if the file is opened and resaved using Photoshop.

We do know that it's an issue with WIC (Windows Imaging Component). That's the common piece used by the affected programs.

Error 0x88982f61 translates to WINCODEC_ERR_BADHEADER, or the image's file header was corrupted.

On the W11 system, run this command (replacing the folder path with where your bad JPEG's are located):

powershell -C Get-FileHash C:\Users\GARLIN\Downloads\*jpg -Algorithm MD5

Repeat the same command on the W10 system. Compare the two MD5 values. Assuming they're the same, then no file corruption has occurred.

My interpretation of this MS-speak is that MS wants me to be logged in so it could require me to accept agreements for/things in MS store.

That's no biggie - just another way MS is trying to get folks to use a MS login.

You are welcome to kill me if you don't agree with my interpretation, as seems to be the custom with some here.

BTW, I am not at all anti MS, used it for decades, from 3.11, I simply work to be aware and work with it in a way that satisfies my computing requirements for security. Mostly that has been pretty easy. A nip here, a tuck there. Life goes on.

At the moment I am single booting but when it has caused me sufficient temporary problems in the past I just use something like Mint for that duration.

Back when I was managing 360's, there was a time where the COMM task frequently abended, causing the loss of all the work the operators had done up to that point. I just wrote a tiny routine to detect that and restart the COMM task. IBM had it in the next release since the SEs knew what I was doing. COMMUNICATE!!!

key to me is "first win 11 install". There were a lot of things wrong then. I did not fully port to it until 6 mos ago though I think I was up on it 4 times. hth.
