No, MS has made that a requirement for Pro too, been like that at least as far back as build 22557 in February.

Similar to Windows 11 Home edition, Windows 11 Pro edition now requires internet connectivity. If you choose to setup device for personal use, MSA will be required for setup as well. You can expect Microsoft Account to be required in subsequent WIP flights.

So in pecking order

22621.521 RP - all features will make it to RTM unless serious issues identified

22621.598 Beta - most if not all features should make it to RTM but not absolutely guaranteed (pretty much same as RP but slightly less certain)

2262.598 - whilst most features should make it to RTM, no guarantees that any of new experimental features will make it to RTM.

For clarity DEV builds are only ever test beds, and any features MS decide to add to next but one RTM (beyond next RTM release) will cascade into Beta/RP versions in due course.

No time for figuring out the workarounds right now, I need these up and running. I'll research them in the future to figure out how to fix the .ISOs and implement them in the future.

Plus, I use an MSA on the host system, so really, it's just for convenience sake (and being able to use Enhanced Sessions) that I do it.

This one still works -- did it yesterday when creating a new VM.

Account email : " nobody@nobody.com"

password "bollo--s" (or equivalent English for some male biological body parts equivalent to "Little Round Objects").

Then you get message "Oops something went wrong --then go to NEXT and then you are on your way.

There's obviously an existing email account at ms with "nobody@nobody.com" whereas Ms now checks for actual existing accounts.

Could also be that the Ms A.I doesn't like those sorts of passwords !!! whether valid or not. !!

If you use your own with a failed password then you also get bounced into "reset password etc".

Working fine with local account as a VM. Clean installed, then added language pack (original lang was Eng - GB) and then installed filezilla and firefox plus own theme after base install. Nothing else on the system at this point.

Windows 11 Insider Preview 10.0.22622.598 (ni_release) amd64

During installation, there is no option to select the language when the Ctrl+Shift+F3 key should be pressed

What are you installing it from -- UUP ISO, Insider build, or basic WU.

In any case if there's a problem then just install language pack you want after install if you don't get a choice. If you are installing from an ISO I'd be very suspicious if it didn't offer a language choice. Some languages e.g Icelandic aren't on basic install options but can be added afterwards.

I haven't used VMware for a while now (prefer Linux Host with KVM/QEMU) but from my last use of VMware on Windows the VM wizard and install worked perfectly OK so either your install ISO is not good or there's another problem with your system.

oobe\bypassnro still works fine, it was broken on one release of development Build 25193, but now it works fine again.
I use it all the time with no problems.

No. If you're in the Release Preview channel, you could choose to stop getting Insider builds and stay on the public releases.

Disable Easy Install in VMware Workstation

When installing on VMware, stop the installation at the beginning and remove the Floppy drive in the settings. Then re-install and there is already a choice of partition and language. I'm glad I figured it out. Otherwise, thanks for trying to help.
